What Happened to the Fresh Start Program for Student Loan Borrowers?

The Fresh Start program was a temporary relief initiative launched by the U.S. Department of Education to help borrowers with defaulted federal student loans. It provided a one-time opportunity to bring those loans back into good standing and regain access to important federal benefits.
Key Features of the Fresh Start ProgramEligibility- 
Borrowers with defaulted federal student loans were eligible, including:

  • Direct Loans
  • Federal Family Education Loans (FFEL)
  • ED-held Perkins Loans

Benefits for Borrowers
  • Restored access to federal student aid
  • Removal of default status from credit reports
  • Protection from collections, including wage garnishment and tax refund offsets
  • Eligibility for income-driven repayment plans and possible loan forgiveness

Important Dates
  • Enrollment Deadline: October 2, 2024
  • Collections Resumed: As of May 5, 2025, the federal government has resumed collections on defaulted loans. If you didn’t take advantage of Fresh Start, you may now face wage garnishment, tax refund seizures, and other penalties.

Next Steps for BorrowersIf you missed the Fresh Start deadline, don’t panic. You still have options:
  • Look into loan rehabilitation or loan consolidation to resolve default status.
  • Visit StudentAid.gov or contact your loan servicer to explore your path forward.
